25,000 jobs is a lot. Could just be a simple matter that most cities don't


have enough people in place to be able to actually fill that demand. Just by pure size, their options are probably limited to maybe 10-15 cities realistically. And most of those are going to be higher than the US average cost of living. So among their real options, maybe the NY cost of living is not that dramatically different?

So they have a few targets that can fill their demand for workers and then it just becomes a simple matter of who gives them the sweetest deal.
